Institutional fragmentation generates critical operational inefficiencies. The fragmented operation of eight programs with eight different registries and more than 3.6 million beneficiaries demonstrated that the lack of interoperability impedes spending traceability, creates redundancies, and reduces the efficiency of public resource use, limiting the ability to design evidence-based policies. The elimination of specialized entities requires transition plans. The disappearance of SIAP in 2024, responsible for 100% of sectoral information generation, created a critical information gap by transferring responsibilities to SADER without the necessary financial, human, and technological tools, compromising the capacity to design, implement, and evaluate public policies. Specific regional strategies maximize the use of sectoral potential. The development of the Master Plan for the Gulf of California, taking advantage of an ecosystem with more than 900 fish species and an annual growth potential of 5.3%, demonstrates that interventions tailored to specific ecological, oceanographic, and socioeconomic characteristics are more effective than generic approaches. Execution by specialized agencies accelerates the implementation of technical studies. The decision to execute the project by the IDB was justified by greater agility in contracting processes, specialized institutional capacity, and impartiality to ensure the independence of studies, especially when the beneficiary's operational capabilities are focused on routine institutional operations. Decentralized analyses provide more accurate diagnoses of spending effectiveness. The application of the PSE methodology at the state level in Sinaloa and Puebla will allow for the generation of detailed diagnoses of the effectiveness of sectoral public spending and the development of specific technical recommendations, establishing a replicable model for other Mexican states. Remote sensing and georeferencing improve the accuracy of beneficiary identification. The implementation of remote sensing methodologies for agricultural estimates and the design of georeferenced registries for small and medium-sized producers represents a shift toward more precise systems that can reduce transaction costs and improve program targeting.
