The plan prioritizes agriculture, forests, fisheries and aquaculture, health and water, with transport and tourism subsequently incorporated. Its agrifood dimension includes sustainable agricultural practices and diversification, pest and disease management, resilient genetic resources and agrobiodiversity, early-warning systems, agricultural risk-transfer mechanisms, agroclimatic information, adaptive technological innovation, agricultural water management and adaptation of agricultural value chains.
