Comprehensive territorial climate change management plan for the Department of Cesar

This document constitutes a proposal for a Comprehensive Territorial Climate Change Management Plan for the department of Cesar, seen from a positive perspective to the year 2032. Its objective is to contribute to improving the departments capacity to adapt to the average increase in temperature and to the variation in precipitation as a consequence of climate change. Likewise, it aims to develop relevant actions at the departmental level to reduce Greenhouse Gas (GHG) emissions, responsible for climate change, in accordance with Colombias commitments acquired by the signing of the Paris Agreement.
