The State Climate Change Policy proposes a series of comprehensive measures to address this issue. Proposals include the creation of a climate change database to facilitate access to and integration of information, as well as the formation of a dedicated climate and ocean agency to allow for effective monitoring and coordination. It is also suggested to encourage the creation of local Conservation Units and develop legal instruments for the Payment of Environmental Services, in order to mitigate the effects of climate change and prevent environmental damage. It is proposed to order and penalize carbon dioxide emissions, strengthen scientific and technological research, implement environmental education programs, seek collaborations between the different levels of government, and strengthen meteorological and climatological research institutions, including early warning systems and the dissemination of information on extreme weather events. These actions are designed to promote sustainable and effective adaptation to climate change, enhancing resilience and citizen participation in environmental management.
