Description
Peru's Gender and Climate Change Action Plan (PAGCC-Peru), approved through Supreme Decree No. 012-2016-MINAM and published on July 24, 2016, is a national public management instrument jointly developed by the Ministry of Environment (MINAM) and the Ministry of Women and Vulnerable Populations (MIMP). Its objective is to guide public institutions in mainstreaming gender considerations into climate change adaptation and greenhouse gas emissions management policies, programs and actions, thereby contributing to reducing inequalities between women and men. The plan recognizes the differentiated impacts of climate change and promotes women's participation in planning, implementation and decision-making processes. It identifies eight priority areas: forests, water resources, food security, energy, solid waste, education, health and well-being, and risk management. For each area, it establishes objectives, expected results, indicators and actions related to information generation, capacity building, policy development and implementation. For agrifood systems, the plan is particularly relevant to food security, water resource management, climate adaptation and women's participation in the sustainable management of natural resources. Implementation requires intersectoral and intergovernmental coordination, sex-disaggregated information, capacity development and institutional monitoring. The plan has an implementation horizon ending in 2021. Completion of that planning horizon supports its classification as completed, without implying formal repeal of the approving decree or demonstrating that its expected outcomes were achieved.
