Plan 4C: Cartagena de Indias – Competitive and Climate Compatible

Plan 4C: Cartagena de Indias – Competitive and Climate-Compatible City establishes a long-term roadmap to guide Cartagena toward a resilient, competitive and climate-compatible development model by 2040. The Plan combines adaptation and mitigation measures aimed at reducing climate vulnerability, improving quality of life, strengthening the competitiveness of productive sectors, and guiding public and private investment. It is structured around five main strategies: climate-compatible ports and industries; a tourism sector committed to climate action; protection of historic heritage; climate-adapted neighborhoods; and ecosystem-based adaptation. These strategies are complemented by cross-cutting components on information and monitoring, education and communication, territorial planning and land-use management, and financing. The Plan also promotes the restoration of mangroves, wetlands, beaches and coral reefs, climate-risk management, information generation for decision-making, and coordination among public institutions, the private sector, academia and civil society.
