The Law for Climate Change Adaptation and Mitigation in the State of Chiapas (LAMACCECH) is a Mexican state law that aims to establish the basis for climate change adaptation and mitigation in the state of Chiapas. The law was approved by the Chiapas State Congress in 2015 and entered into force in 2016. The LAMACCECH establishes the following general objectives: Reduce greenhouse gas (GHG) emissions in the state of Chiapas; Adapt the state of Chiapas to the effects of climate change; Promote sustainable development in the state of Chiapas. To achieve these objectives, the LAMACCECH establishes the following instruments: The State Climate Change Action Program (PEACC), which is a planning instrument that establishes strategies and actions for climate change adaptation and mitigation in the state of Chiapas; The State Climate Change System (SECCC), which is an inter-institutional system that coordinates the actions of the different actors for climate change adaptation and mitigation in the state of Chiapas; The State Climate Change Fund (FECCC), which is a fund used to finance climate change mitigation and adaptation actions in the state of Chiapas. The LAMACCECH also establishes the following guiding principles: mainstreaming, which implies that climate change adaptation and mitigation must be considered in all public policies and programs in the state of Chiapas; citizen participation, which implies that civil society must be a fundamental actor in climate change adaptation and mitigation in the state of Chiapas; equity, which implies that climate change adaptation and mitigation measures must be fair and equitable for all sectors of society.
