Description

The Climate Change Law for the State of Guanajuato and its Municipalities, Law No. 95, was enacted on December 20, 2013. This law establishes the framework for climate action in the state of Guanajuato, encompassing both climate change mitigation and adaptation. The law outlines the following objectives: to reduce greenhouse gas emissions and achieve emission neutrality within the state, to adapt the state to the impacts of climate change, and to promote civil societys participation in climate action. It establishes a state-level climate action system, led by the Secretariat of Environment and Territorial Planning (SMAOT), which is responsible for formulating, implementing, and evaluating the states climate change policy. The system operates based on state-level climate policies and strategies, a periodically updated state climate action plan, and regular monitoring and evaluation. The law also includes provisions for penalties and sanctions for individuals and entities that fail to comply with it. This law plays a crucial role in advancing climate action in the state of Guanajuato by providing a structured approach to reduce emissions and enhance resilience to climate change impacts.
