Description
This law establishes a framework for climate action in the state, including both mitigation and adaptation to climate change. The laws main objectives are to mitigate greenhouse gas emissions (GHG) and achieve emission neutrality in the state, adapt to the impacts of climate change, and encourage civil societys participation in climate action. The law creates a state climate action system, led by the Secretariat of Ecology and Environment (SEMA), responsible for formulating, implementing, and evaluating the states climate policy. This system includes policies and strategies, a state climate action plan, regular monitoring and evaluation, and a system of penalties and sanctions for non-compliance. The law has been recognized internationally as a good practice in climate action.
