The Plan establishes comprehensive guidelines to address climate change through mitigation and adaptation in the national context. The main objective of the plan is to integrate climate change resilience and climate compatible development at all levels of national development and resource planning. This approach aims to build more robust response and recovery capacity to the impacts of climate change, while encouraging low-carbon development and maximizing opportunities to attract climate finance. The plan articulates several lines of action and programs for implementation in critical sectors such as infrastructure, energy, drinking water, housing, mining, agriculture, fishing, tourism, education, health, disaster risk management, territorial planning, environment and management. sustainable forestry.
