CONPES 3700 of 2011: Institutional Strategy for the Coordination of Climate Change Policies and Actions in Colombia

CONPES Document 3700 of 2011 establishes the institutional strategy for coordinating climate change adaptation and mitigation policies and actions in Colombia. Its objective is to facilitate and promote the formulation and implementation of policies, plans, programs, incentives, projects, and methodologies that incorporate climate variables into planning and decision-making processes across productive sectors and territories. The framework proposes the creation of the National Climate Change System as an institutional coordination mechanism and articulates strategic actions including the National Climate Change Adaptation Plan, the Colombian Low-Carbon Development Strategy, the REDD+ strategy, and the financial protection strategy against disasters. It also promotes information generation and exchange, sectoral and territorial coordination, climate finance, monitoring and evaluation, and institutional strengthening to advance sustainable, climate-resilient and low-carbon development.
