Peru: Food and nutrition security strategy

This Supreme Decree approved the National Strategy for Food and Nutritional Security (ENSAN), a multisectoral instrument of national scope that governed during the period 2013-2021. Its purpose was to establish a food security policy aimed at guaranteeing the availability and access of the population to safe, nutritious and sufficient food, promoting a healthy life within the framework of integral human development. The Strategy's central focus was the eradication of hunger, based on the human right to food, with a gender and social inclusion approach. It was not limited to production, but dealt comprehensively with food availability, access, utilization and stability. Priority was given to the most vulnerable groups: children under five years of age, women of childbearing age and pregnant women, the elderly, people living in extreme poverty and populations in districts with high food insecurity. Among its actions were the promotion of research and technological innovation to improve productivity, the sustainable use of natural resources, and the strengthening of family agriculture and artisanal fishing. It also promoted the linkage of small producers to value chains, their linkage with markets and social programs, and the promotion of entrepreneurship as a way to improve rural incomes.
