Description
Uruguays National Climate Change Response System, established by Decree No. 238/009 on May 20, 2009, provides an integrated framework for public and private sector actions related to the prevention of climate change risks, mitigation, and adaptation. The decree sets forth specific objectives for the system, including the reduction of greenhouse gas emissions to achieve emission neutrality in the country, adaptation to climate change impacts, and the promotion of civil society participation in climate action. This system is comprised of different elements, led by the Ministry of Housing, Land Planning, and Environment (MVOTMA) responsible for formulating, implementing, and evaluating the national climate change policy, and it is underpinned by national climate policies and strategies, a national climate action plan, regular monitoring and evaluation, as well as a system of penalties and sanctions for non-compliance. The decree plays a significant role in advancing climate action in Uruguay, offering a structured approach to reducing emissions and enhancing resilience to climate change impacts.
