Decree 1491 of 2026: liquid fuel supply measures for thermal power plants

Description

Amends Decree 1073 of 2015 to allow thermal power plants, when previously justified operational, logistical or product availability restrictions threaten the reliability of the national electricity system, to purchase fuel from different wholesale distributors. The measure strengthens the response to the 2026-2027 El Niño event while maintaining supply control, monitoring and traceability mechanisms.
