Guideline No. 002-2026-MINAM-DM, approved through Ministerial Resolution No. D000227-2026-MINAM, establishes guidelines for identifying and incorporating climate change adaptation and mitigation measures into investment projects subject to Peru's National Environmental Impact Assessment System (SEIA). The instrument seeks to systematically integrate climate-change considerations into environmental assessment processes for investment projects by promoting the identification of relevant climate risks, impacts and conditions, as well as the definition of adaptation measures aimed at reducing vulnerability and increasing resilience and mitigation measures aimed at reducing or avoiding greenhouse-gas emissions where applicable. The Guideline strengthens the preventive approach of the National Environmental Impact Assessment System and provides criteria for integrating climate-change adaptation and mitigation dimensions into environmental management instruments applicable to investment projects. Its application is national and cross-sectoral for projects subject to SEIA and is therefore not limited to a single productive sector. The Guideline was approved by the Ministry of Environment through Ministerial Resolution No. D000227-2026-MINAM and officially published on July 26, 2026.
