Description

National strategy of the Government of Costa Rica aimed at addressing, through coordinated and interinstitutional action, the risks associated with the El Niño-Southern Oscillation during the period from June 2026 to May 2027. The policy framework establishes monitoring, preparedness, prevention, response, rehabilitation, and sectoral and territorial coordination measures to reduce impacts on the population, livelihoods, critical infrastructure, essential services, agricultural production, and ecosystems. The strategy is based on the National Emergency and Risk Prevention Law and coordinates the Presidency of the Republic, the National Commission for Risk Prevention and Emergency Response, the National Meteorological Institute, and other public institutions. It includes measures related to water security and supply, agricultural production, food security, energy, health, social protection, infrastructure, tourism, fisheries, financing, early warning systems, impact monitoring, and coordination of the National Risk Management System.
