Supreme Decree No. 007-2017-PRODUCE Reorganizing the ENFEN Multisectoral Commission for El Niño Monitoring and Forecasting

Supreme Decree No. 007-2017-PRODUCE, published on April 23, 2017, aligns the Multisectoral Committee for the National Study of the El Niño Phenomenon (ENFEN) with Law No. 29158, the Organic Law of the Executive Branch. The decree renames the body as the Multisectoral Commission for the National Study of the El Niño Phenomenon (ENFEN), establishes its permanent status and places it under the Ministry of Production. The Commission is responsible for issuing technical assessments and forecasts of atmospheric, oceanographic, fisheries-related biological, marine ecological and hydrological conditions to improve understanding of El Niño and support effective risk management. Its members represent the Peruvian Marine Research Institute (IMARPE), which chairs the Commission; the Navy Hydrography and Navigation Directorate; the National Meteorology and Hydrology Service (SENAMHI); the Geophysical Institute of Peru (IGP); the National Civil Defense Institute (INDECI); the National Water Authority (ANA); and the National Center for Disaster Risk Estimation, Prevention and Reduction (CENEPRED). Its functions include preparing technical reports, improving forecasting capabilities, informing the public about prevention and monitoring coordination and recommendations among participating institutions. The decree also regulates the appointment of representatives, the establishment of the Commission, its technical secretariat, internal rules and cooperation with other public and private entities. Operating costs are covered by the participating institutions without additional resources from the Public Treasury. This is an institutional organization and coordination regulation supporting scientific information and risk management rather than a direct agricultural subsidy, financing or production intervention program.
