Colombia's Resolution No. 000242 of 2025: Identification of Food Production Protection Zones in 21 Municipalities of Córdoba

Colombia's Resolution No. 000242 of August 1, 2025, issued by the Ministry of Agriculture and Rural Development, identifies Food Production Protection Zones (ZPPA) in 21 municipalities of the Department of Córdoba: Montería, Ayapel, Buenavista, Cereté, Chimá, Chinú, Ciénaga de Oro, Cotorra, La Apartada, Lorica, Momil, Montelíbano, Planeta Rica, Pueblo Nuevo, Purísima, Sahagún, San Andrés de Sotavento, San Antero, San Carlos, San Pelayo and Tuchín. The identification is based on technical and cartographic studies prepared by the Rural Agricultural Planning Unit (UPRA) and constitutes a preparatory stage for the potential designation of Food Production Protection Areas (APPA), within Colombia's policy framework for protecting agricultural production land and safeguarding the human right to food. The measure seeks to identify territories of strategic importance for food production and provide technical information for territorial planning and coordination between national and subnational authorities. The areas identified as ZPPA are preliminary and indicative; they do not themselves constitute binding territorial planning determinants or amount to the formal designation of APPA. Resolution No. 000093 of 2026 subsequently designated an APPA in 17 municipalities of Córdoba as a separate legal instrument. The results associated with Resolution No. 000242 are territorial identification outputs and policy objectives rather than verified food-security impacts.
