This resolution sets the strategic guidelines the Ministry of Agriculture will use to steer its Annual Agricultural Risk Management Plans. It links three complementary incentives (an agricultural insurance premium subsidy, a capitalization incentive for risk-management investments, and an integral risk-management incentive) alongside recovery credit lines for producers hit by climate, health, or market shocks.
