Commission Implementing Regulation (EU) 2026/1189 on restrictions on the use of certain antimicrobial medicinal products in imported animals and products of animal origin

Commission Implementing Regulation (EU) 2026/1189, adopted on 4 June 2026 and published in the Official Journal of the European Union on 5 June 2026, amends Implementing Regulation (EU) 2021/405 as regards the application of restrictions on the use of certain antimicrobial medicinal products and repeals Implementing Regulation (EU) 2024/2598. The framework inserts into Implementing Regulation (EU) 2021/405 a list of third countries or regions authorised for the entry into the European Union of certain animals and products of animal origin intended for human consumption, in relation to the restrictions laid down in Article 118(1) of Regulation (EU) 2019/6. These restrictions concern the prohibition on the use of antimicrobial medicinal products for growth promotion or yield increase, as well as antimicrobials reserved for the treatment of certain infections in humans. In the case of Brazil, the European Commission deleted the “X” authorisation mark for bovine, equine, poultry, aquaculture, honey and casings, stating that it had not received information guaranteeing that Brazil would implement the necessary measures to comply with the requirements by 3 September 2026. The framework has implications for safe trade, sanitary and phytosanitary measures, animal health, public health, antimicrobial resistance and market access for animal-origin products from third countries to the European market.
