Executive Order 14373: Safeguarding Venezuelan Oil Revenue for the Good of the American and Venezuelan People

Executive Order 14373 declares a national emergency in response to the risk of attachment, judicial execution, or other legal process against Government of Venezuela funds held in designated United States Department of the Treasury accounts. The order establishes that these funds, derived from the sale of natural resources or diluents linked to the Government of Venezuela or its entities, are to be preserved as Venezuelan sovereign property held in custody by the United States Government. It also provides that such funds may only be used for public, governmental, or diplomatic purposes determined by the Secretary of State, on behalf of the Government of Venezuela, and directs the Department of the Treasury to comply with disbursement or transfer instructions determined by the Secretary of State.
