Emergency Decree No. 005-2026. Extraordinary Economic Measures for the Rice Production Chain Crisis to Support Family Farming Producers and Guarantee National Food Security (Peru)

Emergency decree approved on May 29, 2026 in response to a national agricultural strike in the rice sector, caused by oversupply, rising fertilizer and fuel costs, and distortions in the marketing chain. Authorizes MIDAGRI to deploy S/ 120 million for the exceptional purchase of rice from certified family farming producers (over 75% with fewer than five hectares, part of the 71,000 producers representing 6.42% of national gross agricultural output) and distribute it free of charge to households in poverty and extreme poverty. Also allocates S/ 50 million for cleaning, desiltation and maintenance of irrigation canals in affected regions.
