Decree No. 0175 of 2026: Extraordinary Financing, Credit and Debt Relief Measures for Agricultural Recovery in Colombia

Decree No. 0175 of 2026 establishes extraordinary, exceptional and temporary legislative measures to provide debt relief and restore the productive capacity of agricultural producers affected by the Economic, Social and Ecological Emergency declared under Decree No. 150 of 2026. It provides for debt refinancing, creates the Agricultural Debt Relief Plan (PADA) and a special agricultural loan portfolio purchase program, authorizes extraordinary capitalization of agricultural risk and guarantee funds, and establishes a special credit program for productive recovery. Measures include preferential financing conditions, guarantees, interest-rate subsidies, incentives and temporary suspension of certain debt collection proceedings. They primarily target low-income smallholders, family and peasant farmers, producer organizations and affected rural communities, with priority criteria for rural women and other vulnerable groups. The decree seeks to protect rural livelihoods, restore agricultural production and contribute to food security in affected territories.
