Colombia: Decree 0175 of 2026 - Extraordinary Measures for Financing, Credit and Liability Relief for Agricultural Sector Reactivation under the Economic, Social and Ecological Emergency

Issued after the emergency declared by Decree 150 of 2026, triggered by flooding affecting 8 departments. It creates the Agricultural Debt Relief Plan (PADA) with capital write-downs of up to 95% for low-income small producers, a Special Agricultural Portfolio Purchase Program via CISA, a Special Credit Program for Productive Restoration, and extraordinary capitalization of the FAG and FNRA. It also provides for refinancing of credit obligations and a 6-month temporary suspension of collection proceedings.
