Ecuador National Drought Plan 2021-2030: Integrated Drought Risk Management and Climate Change Adaptation

Ecuador National Drought Plan 2021-2030 establishes a nationwide strategic framework to strengthen integrated drought risk management, reduce the vulnerability of communities and productive systems, and improve climate change adaptation capacities. Developed through coordination among environmental, agricultural and disaster risk management authorities, with technical support from the International Research Centre on El Niño (CIIFEN), the plan promotes cooperation among national institutions, local governments, the private sector, academia and civil society. Its main measures include strengthening drought risk governance, developing the National Drought Monitor and early warning systems, generating and disseminating hydrometeorological information, promoting sustainable water and land management, reducing agricultural losses, and integrating prevention, preparedness, response, recovery and adaptation measures into territorial development and land-use plans. The plan establishes targets for 2030 and prioritizes early preparedness, interinstitutional coordination and capacity building to reduce the social, economic and environmental impacts of drought.
