The Ecuadorian Secretariat for Risk Management presents an updated version of its Emergency Operations Committee Manual, an instrument that establishes the structure, functions, and coordination mechanisms of the National Decentralized Risk Management System for responding to emergencies and disasters. The manual defines alert levels, response phases, and the roles of the national, provincial, municipal, and parish-level Emergency Operations Committees. This update incorporates lessons learned from the eruption of the Cotopaxi volcano and the earthquake of April 16, 2016.
