Bolivia Plurinational Climate Change Policy (2023): Integral Development in Balance with Mother Earth

Bolivia Plurinational Climate Change Policy (PPCC), updated in 2023 by the Plurinational Mother Earth Authority, establishes the national strategic framework for addressing the climate crisis through mitigation, adaptation, loss and damage reduction, and stronger resilience of living systems. The policy is grounded in the rights of Mother Earth, integral development for Living Well, climate justice, gender equality, and the principle of common but differentiated responsibilities. It comprises four strategic pillars and nineteen policy guidelines: integrated forest management through joint mitigation and adaptation approaches; climate mitigation in the energy, industrial and related service sectors; adaptation and reduction of loss and damage in vulnerable territories and living systems; and cross-cutting measures concerning governance, institutional capacities, participation, information, financing and climate justice. It promotes ecosystem conservation and restoration, integrated forest and water resource management, reduced climate vulnerability, and stronger capacities among communities, Indigenous peoples and public institutions. Gender equality, intergenerational equity and ancestral knowledge are also incorporated. Implementation involves the Plurinational Mother Earth Authority, relevant ministries and different levels of government, in alignment with the Framework Law of Mother Earth and Integral Development for Living Well and Bolivia Nationally Determined Contributions. The policy prioritizes cooperation and climate financing approaches that do not rely on carbon markets. It has national scope and does not establish a general expiration date.
