Ministerial Resolution No. 120-77-PM/ONAJ: Establishment of Peru Multisectoral Committee for the National Study of El Niño (ENFEN)

Ministerial Resolution No. 120-77-PM/ONAJ, dated 7 June 1977, established Peru Multisectoral Committee for the National Study of El Niño (ENFEN) as a permanent body. The committee was created as a scientific and technical coordination mechanism to study and analyze oceanographic, meteorological and biological information related to El Niño, improve understanding of the phenomenon and help identify its potential consequences. Its functions include coordination, recommendations and technical advice to relevant government sectors to support measures addressing the effects of El Niño. Supreme Resolution No. 053-97-PE subsequently modified the committee membership. Supreme Decree No. 007-2017-PRODUCE adapted its name and institutional arrangements, establishing the permanent Multisectoral Commission for the National Study of El Niño, and repealed Articles 2 through 9 of the original resolution while retaining Article 1 as its constitutive legal basis. The instrument supports interinstitutional coordination, the generation and use of scientific information, and the strengthening of public-sector capacities to understand and manage risks associated with El Niño. It has national scope and no general expiration date.
