Peru National Multisectoral Foreign Trade Policy to 2040

Peru National Multisectoral Foreign Trade Policy to 2040, approved by Supreme Decree No. 010-2025-MINCETUR, establishes the national strategic framework to address the insufficient development of Peruvian foreign trade. The policy comprises five priority objectives, twenty-two guidelines and forty services aimed at improving the use of international trade agreements and market opportunities; facilitating trade and increasing logistics efficiency; strengthening and diversifying exports of goods and services; increasing the participation of companies located in special economic zones in foreign trade; and improving coordination and capabilities among public and private stakeholders involved in international trade. The policy promotes business internationalization, digital transformation, innovation, technical assistance, access to strategic information and integration into regional and global value chains, with particular attention to micro, small and medium-sized enterprises. Implementation is the responsibility of the relevant public institutions under the leadership of the Ministry of Foreign Trade and Tourism, through the instruments of the National Strategic Planning System. Expected outcomes include improved business competitiveness and productivity, export diversification, lower trade costs and processing times, and greater participation of Peruvian firms in international markets. The policy has national scope, was published on January 5, 2026, and establishes a planning horizon extending to 2040. Its targets are expected outcomes rather than demonstrated impacts.
