Decree 0960 of 2025 on Community Water and Basic Sanitation Management

Colombia's Decree 0960 of September 1, 2025 partially regulates Article 274 of Law 2294 of 2023 and replaces Title 8 of Part 3 of Book 2 of Decree 1077 of 2015 concerning Community Water and Basic Sanitation Management (GCASB). The regulation establishes a specific institutional framework to recognize and strengthen community water and sanitation managers, understood as non-profit community organizations that undertake activities to facilitate access to water for human and domestic consumption and basic sanitation in rural and urban areas. The decree establishes principles of community autonomy, participation, sustainability, universal access and differentiated treatment; creates the Community Water and Basic Sanitation Management Roundtable as a participation and monitoring mechanism; regulates technical assistance, capacity building, financing, subsidies and project-support mechanisms; and assigns responsibilities to the Ministry of Housing, City and Territory, departments, municipalities and districts. It also establishes a community subsidy for lower-income users served by eligible community providers, the Mobile Ministry capacity-building strategy, and institutional and territorial coordination mechanisms. The regulation has national scope and remains in force according to its publication and implementation provisions without establishing a general termination date. The instruments and objectives established by the decree do not by themselves constitute evidence of final outcomes or demonstrated impacts.
