Description
The INDRHI's National Hydrological Plan 2025–2045 is a 20-year roadmap to ensure water resources as the basis for development and climate resilience in the Dominican Republic. It proposes a paradigm shift from reactive management to comprehensive basin planning, with four strategic axes: (i) water policy and governance (regulatory framework, public information, institutional strengthening, and participation); (ii) universal access and quality (drinking water and sanitation, discharge control, treatment, and reuse); (iii) adaptation and water security (restoration of headwaters, infrastructure protection, drought and flood control, hydrometeorological network, and real-time monitoring); and (iv) efficiency and productivity (irrigation modernization, efficient urban and industrial demand, circular water economy). The plan organizes prioritized investment programs and portfolios—with targets, indicators, and financing schemes—and proposes management tools (water balances, information systems, strategic environmental assessment) to organize uses, reduce losses, expand availability through storage, recharge, and reuse, and align water policy with the NDC and SDGs.
