Peru’s National Water Resources Management System (SNGRH)

Peru’s National Water Resources Management System (SNGRH) is a nationwide institutional coordination and water-user participation mechanism established under Law No. 29338, the Water Resources Law of 2009. Its purpose is to coordinate government interventions and stakeholders involved in integrated, sustainable and multisectoral water resources management, promoting efficient water use, conservation and protection of water quality. The National Water Authority (ANA) serves as the system’s governing authority and coordinates the participation of ministries, regional and local governments, regulatory agencies, hydraulic infrastructure operators, water-user organizations, peasant communities and Indigenous communities. The SNGRH coordinates the implementation, supervision and evaluation of the National Water Resources Policy and Strategy, the National Water Resources Plan and river-basin water resources management plans. Its relevance to agrifood systems concerns coordination of water management for irrigation and agricultural activities within the broader framework of competing water uses. The SNGRH is a permanent institutional system rather than an investment program, infrastructure project or time-bound plan. Its existence and operation do not themselves demonstrate quantified improvements in water availability, agricultural productivity or climate resilience.
