Ecuador Action Plan for Integrated Water Resources Management with a Climate Focus 2025–2030

Ecuador's Action Plan for Integrated Water Resources Management (IWRM) with a Climate Focus 2025–2030 is a national planning instrument developed by the Ministry of Environment and Energy (MAE), through the Vice Ministry of Water, with technical support from Global Water Partnership (GWP) South America and the Sustainable Development Goal 6 IWRM Support Programme. Published in December 2025, it establishes an operational roadmap to strengthen water governance, planning, management and water security in response to climate change, with an implementation horizon covering 2026–2030. The plan sets out twelve priority actions organized around four dimensions: enabling environment, institutions and participation, management instruments, and financing. Its planned interventions include strengthening legal and policy frameworks, improving institutional and multilevel coordination, planning and managing priority river basins, developing technical capacities, strengthening hydrometeorological and water-quality information and monitoring systems, and mobilizing financial resources. The plan includes an estimated budget of USD 18.6 million, institutional responsibilities, an implementation schedule, indicators, and monitoring and evaluation arrangements. Its relevance to agrifood systems primarily concerns sustainable water resources management, protection of water sources, and planning for irrigation and rural productive water uses. The plan is aligned with national climate adaptation commitments and Sustainable Development Goal target 6.5.
