Law 2539 of 2025: Inclusion of Rural Youth in Agrarian Reform and Access to Land and Productive Projects

Law 2539 of 2025 establishes measures to strengthen the inclusion of rural youth in Colombia's agrarian reform and rural development processes. The law amends provisions of Law 160 of 1994 and Decree-Law 902 of 2017 to facilitate rural youth access to land and land formalization mechanisms and to promote their participation in rural productive projects. It includes measures related to productive-project support, producer associations, training and institutional support, as well as guarantee mechanisms intended to facilitate access to financing. The law also strengthens rural youth participation in instruments and institutional spaces associated with agrarian reform and establishes provisions for monitoring the measures implemented. It has nationwide scope and specifically targets rural youth. Enactment of the law does not itself demonstrate effective outcomes in land access, financing, productivity or rural welfare.
