Executive Decree No. 42392 - National Phytosanitary Emergency Declaration for the Prevention of Introduction of Fusarium oxysporum f. sp. cubense Tropical Race 4 (FOC R4T) - Costa Rica

The decree declares a national phytosanitary emergency in Costa Rica to prevent the introduction, establishment, and spread of the quarantine pest Fusarium oxysporum f. sp. cubense Tropical Race 4 (FOC R4T) in banana and plantain crops. It empowers the State Phytosanitary Service (SFE) and the Ministry of Agriculture and Livestock (MAG) to implement enhanced surveillance, quarantine measures for risk material (soil, substrate, planting material), inspection programmes, bio-security protocols, producer education campaigns, and enforcement mechanisms—thereby safeguarding national plant health and export competitiveness.
