Description
This decree establishes Honduras’ legal framework for plant health, animal health, and agricultural quarantine, creating the National Service of Agricultural Health (SENASA) as the competent authority responsible for pest and disease surveillance, official diagnostics, sanitary and phytosanitary certification, control of agro-inputs, inspection of animal and plant products, and implementation of prevention, control, and eradication programs. The law regulates national and international movement of animals, plants, and their products, establishes sanitary measures for trade, adopts international standards (OIE, IPPC, Codex), and mandates coordination with public and private institutions.
