Description

Section 7721 establishes a comprehensive federal program to support early pest detection and surveillance, threat identification and mitigation, audit-based certification systems for specialty crops, a National Clean Plant Network, and cooperative agreements with State Departments of Agriculture. Its purpose is to prevent the introduction and spread of plant pests and diseases, protect U.S. agricultural production and trade, and provide funding and technical assistance for rapid response and risk management.
