This Law regulates all actions relating to the plant protection of the national agricultural heritage with the primary objective of comprehensively preventing and controlling phytosanitary problems and achieving phytosanitary quality in plants and plant products during their production, classification, packaging, storage, and transport, as well as preventing the introduction, establishment, and spread of pests and plant products. The National Plant Health Directorate is hereby created within the Ministry of Agricultural Development as the competent authority for compliance with this Law and its regulations.
