Peru National Maritime Policy 2019–2030 (Supreme Decree No. 012-2019-DE)

The National Maritime Policy 2019–2030, approved by Supreme Decree No. 012-2019-DE of December 20, 2019, establishes Peru's multisectoral strategic framework for improving governance and the sustainable use and management of maritime spaces and resources. The policy addresses insufficient institutional coordination and the inadequate sustainable use of the maritime domain. It establishes five priority objectives concerning Peru's international engagement in maritime affairs, sustainable economic activities, maritime competitiveness, conservation of marine resources and ecosystems, and maritime safety and security. Its policy guidelines address scientific research, interinstitutional coordination, supervision of productive activities, integrated natural resource management and environmental protection. Its relevance to agrifood systems primarily concerns fisheries, aquaculture and the sustainable use of aquatic biological resources. The Ministry of Defense leads the policy, while the Multisectoral Commission for State Action in the Maritime Domain participates in planning, monitoring and evaluation. The policy has nationwide scope and a planning horizon extending to 2030. Its adoption does not itself demonstrate achievement of policy objectives or measurable conservation or productivity outcomes.
