Ministerial Resolution No. 0148-2021-MIDAGRI: Establishment of the Sectoral Working Group to Address the Fusarium Tropical Race 4 Phytosanitary Emergency in Peru

Ministerial Resolution No. 0148-2021-MIDAGRI, signed on May 26, 2021, and published on May 28, 2021, establishes a temporary Sectoral Working Group under Peru's Ministry of Agrarian Development and Irrigation to coordinate, strengthen and ensure sectoral and regional actions addressing the national phytosanitary emergency caused by Fusarium oxysporum f. sp. cubense Tropical Race 4 (Foc TR4). The emergency had previously been declared through SENASA Chief Resolution No. 0048-2021-MIDAGRI-SENASA. The working group includes representatives from MIDAGRI, SENASA, INIA, Sierra y Selva Exportadora, Agro Rural, the National Water Authority, SERFOR, the Banana Technical Roundtable and La Molina National Agrarian University. SENASA provides the technical secretariat. Its responsibilities include preparing and implementing an emergency response work plan, defining institutional responsibilities, establishing communication mechanisms, coordinating interinstitutional actions, implementing an information and monitoring system, strengthening border and domestic controls, and periodically evaluating implementation. The resolution requires approval of the work plan within five working days following installation and establishes a two-year operating period beginning on the working day after installation, followed by submission of a final report. Activities are financed through existing institutional budgets without additional public treasury resources. The resolution constitutes a temporary phytosanitary governance and coordination mechanism intended to protect banana, plantain and other Musa production. It does not itself declare the phytosanitary emergency or demonstrate achieved pest control or eradication outcomes.
