Resolution No. 0042 of 2017: Procedure for Amending the Lists of Inputs Permitted in Organic Production in Ecuador

Resolution No. 0042, signed on April 19, 2017, by Ecuador's Agency for Agricultural Quality Assurance (AGROCALIDAD), adopts the procedure for amending Annexes I, II, IV, V, VI, VII and VIII of Resolution DAJ-2013EC-0201-0099, which contains the implementing rules governing organic, ecological and biological production in Ecuador. The procedure establishes a technical and administrative mechanism for requesting the inclusion, exclusion or amendment of substances, materials, active ingredients and their conditions of use in organic agricultural production. Applications must include supporting documentary evidence and undergo an initial review by AGROCALIDAD, public consultations, assessment by the national technical committee on inputs permitted in organic production and a final decision by the competent authority. The procedure provides for two rounds of public participation, substantiated technical recommendations and publication of approved amendments through the corresponding resolutions. Its purpose is to keep the lists of permitted inputs up to date, strengthen regulatory transparency and support oversight of organic production according to technical and regulatory criteria. The resolution applies nationwide to stakeholders involved in organic production and the assessment of inputs used in this production system. It does not itself authorize new substances, directly amend the permitted-input lists or demonstrate achieved productive or environmental outcomes.
