Description

This plan aims to strengthen Haiti's capacity to improve its agricultural greenhouse gas (GHG) inventory. The document reviews the country's institutional and technical situation, characterized by the absence of formal data collection arrangements, reliance on incomplete FAOSTAT information and outdated agricultural censuses (the last one in 2009), and the lack of a central filing system. Currently, agricultural emissions come mainly from enteric fermentation (52%), soils managed with fertilizers, and rice production. The plan proposes establishing a robust Monitoring, Reporting, and Verification (MRV) system, create an inventory unit within the Ministry of Agriculture, Natural Resources, and Rural Development (MARNDR), train personnel in IPCC 2006 methodologies, implement Quality Assurance and Quality Control (QA/QC) protocols, and ensure the continuity of the process through manuals, guidelines, and institutional agreements.
