Description
The Regulation establishes the administrative procedure for the elaboration, publication, notification, modification and repeal of phytosanitary and zoosanitary standards that must be issued by the Ministry of Agriculture and Livestock in accordance with the Plant and Animal Health Law and the Agreement on the Application of Sanitary and Phytosanitary Measures of the WTO. It creates the National Normative Commission on Plant and Animal Health, the Technical Coordination Unit and specialized Normative Committees to protect animal and plant health, as well as human life from sanitary risks. It defines six types of standards (sanitary, phytosanitary, quarantine, registration and inspection, and emergency) with specific nomenclature and establishes participatory procedures that include national and international public consultation. The regulatory framework ensures compliance with international trade standards and allows the issuance of provisional emergency standards for unexpected sanitary risk situations.
