Description
Law No. 830 on Agricultural Health and Food Safety, enacted on September 6, 2016, establishes Bolivia's national regulatory framework for protecting plant and animal health and ensuring food safety. The Law declares agricultural health and food safety a national priority and provides for the allocation of resources to prevent, control and eradicate pests, diseases and contaminants, contributing to food security with sovereignty. It recognizes the National Agricultural Health and Food Safety Service (SENASAG) as the competent national authority and establishes its regulatory, registration, inspection, surveillance, control and sanitary certification responsibilities. The Law covers plant health, animal health and food safety, including sanitary registration, technical standards, controls over products and inputs, import and export certification, administrative sanctions and fees for services provided. Its application extends to public authorities, agricultural producers, food processing establishments and other public and private operators involved in agricultural production and food safety. The legislation strengthens the institutional and regulatory framework for sanitary risk prevention and the protection of animal, plant and human health. Law No. 830 did not establish SENASAG, which was created under Law No. 2061 of 2000; rather, it develops the institution's legal responsibilities and powers. Its relevance to PAESA is direct because it regulates sanitary conditions essential to agricultural production, food processing and safe trade.
