Colombia National Climate Finance Strategy: 2022 Update

The National Climate Finance Strategy (ENFC), updated in 2022 by Colombia's National Planning Department (DNP) in coordination with the Financial Management Committee of the National Climate Change System (SISCLIMA), establishes guidelines for mobilizing public, private and international cooperation resources for climate change mitigation and adaptation in a sustainable, scalable and transparent manner. The strategy seeks to support the implementation of the National Climate Change Policy, Colombia's Nationally Determined Contribution (NDC), the National Climate Change Adaptation Plan and the Long-Term Climate Strategy E2050. It comprises three strategic lines: development of economic and financial instruments; management of and access to financing sources; and support for the prioritization, formulation and structuring of climate projects. Two cross-cutting lines address capacity building and the management of knowledge and information. Its mechanisms include coordination among public and private stakeholders, the Climate Finance Corridor, capacity development for project preparation and the monitoring, reporting and verification of climate finance flows. The strategy has nationwide, multisectoral coverage and may support climate-related investments in agriculture, forestry and other land uses. However, it is not an exclusively agricultural financing program and does not itself guarantee the approval or disbursement of funds for specific projects. For PAESA purposes, it has a cross-cutting relationship with agrifood systems through the financing of sectoral and territorial climate action.
