Description

The General State Budget Law 2025 is the fiscal policy instrument that establishes the estimation of income and expenditures of the Salvadoran public sector for a total amount of US$9,663.0 million for the fiscal year from January 1 to December 31, 2025. This budget constitutes the main tool for implementing public policies aimed at economic development and improving the social welfare of the population. The law comprises three main sections: the General State Budget (Section A), the Special Budgets of decentralized institutions and public enterprises (Section B), and a consolidated summary of the Non-Financial Public Sector (Section C). Resources are allocated primarily to education (15.9%), health (11.6%), public security (6.1%), infrastructure and transport (5.9%), and public debt service (28.8%). The budget is prepared under the Budget by Management Areas approach, establishing five major areas: Administrative Management, Justice Administration and Citizen Security, Social Development, Economic Development Support, and Public Debt.
