Pact for Land, Water, Territory, the Environment and Life: Agreement for Agrarian Reform in Colombia (2025)

The Pact for Land, Water, Territory, the Environment and Life is a political and social agreement signed in Colombia on February 22, 2025, by peasant, Indigenous, Afro-descendant and other rural organizations and movements together with representatives of the national government. It seeks to establish an alliance to advance agrarian reform, address historical inequalities in access to land and guide the participatory development of a Ten-Year Agrarian Reform Plan. The document sets out twelve commitments: equitable redistribution of land and productive assets; agrarian justice, restitution and reparations; restoration and protection of soils, water bodies and ecosystems; community representation and autonomy; transformation of agricultural production and promotion of food sovereignty; protection of social achievements and peacebuilding; strengthening agrarian institutions; strengthening rural organizations; inclusion of rural women, diverse groups and young people; protection of water and community territories; recognition of traditional knowledge systems; and transformation of economies linked to illicit crops. The Pact is a political and participatory roadmap for the subsequent formulation of policies and instruments. It is not legislation and is not equivalent to the Ten-Year Agrarian Reform Plan. Its signature does not, by itself, demonstrate that land redistribution, investment projects or other specific interventions have been implemented. For PAESA purposes, it has direct agrifood relevance through its focus on agrarian reform, rural production, territorial governance and sustainable production systems.
