Description

The Public Policy for Cattle Farming in Guatemala has, in its origins, the legitimate desire of the Government of Guatemala, through the Ministry of Agriculture, Livestock and Food (MAGA), to contribute to the well-being of Guatemalans, developing the national cattle subsector by promoting meat and milk chains. The formulation process has sought to combine technical knowledge, historical background and a broad consultation of the actors linked to the agro-chains, including consumers of meat and dairy products, in order to identify the challenges they must face and the opportunities they can take advantage of for their full development. Livestock issues, like other sectoral activities, combine social, economic, environmental and institutional factors where interests and challenges converge; hence the need to achieve, with a comprehensive approach, analysis, evaluation and decision-making with long-term perspectives that often require multi- and interdisciplinary participation, as well as intra- and intersectoral. The technological lag, compared to countries in tropical America, has had an impact on undesirable economic, social and environmental results. Environmental impacts, for example, have provoked the aversion of environmental groups that privilege conservation per se, without recognizing that livestock can be developed in an environmentally friendly way, as well as the proper use and management of natural resources. The formulation of the Policy has taken into account other related policies, such as: Plan to activate and adapt the National Policy for Comprehensive Rural Development, National Policy for Food and Nutritional Security, Agricultural Sector Policy, as well as the government plans Zero Hunger, Promotion of Investment in Rural Territories and Fiscal Pact
