This policy seeks to achieve progressive and permanent advancement in the quality of life of rural populations in poverty and extreme poverty, with priority on indigenous peoples and peasant communities. It establishes ten sectoral policies that address from access and democratization of land to citizen participation and cultural preservation. It was agreed upon between government and social organizations in a participatory process initiated in 2008. It recognizes the country's multiculturalism and seeks to overcome racism, exclusion and social marginalization in rural areas. Its objective is to achieve sustainable integral human development through equitable access to productive resources, means of production and natural goods.
