Law No. 29676: Law Promoting the Development of Agricultural Producers Markets

Law No. 29676 establishes provisions to promote the organization, operation and development of agricultural producers markets in Peru. Its purpose is to facilitate producers access to markets, promote direct marketing of agricultural products between producers and final consumers, and contribute to improvements in the rural economy. The original law addresses the participation of agricultural producers and peasant communities in these marketing arrangements. Law No. 30984 subsequently extended the market-inclusion objective explicitly to Native Communities, while Law No. 31073 introduced provisions concerning itinerant markets. Implementing regulations were approved through Supreme Decree No. 008-2020-MINAGRI. For PAESA purposes, its central mechanisms are the regulation of producers markets, promotion of direct agricultural marketing and direct connections between agricultural producers and final consumers. The law does not itself establish an agricultural credit, subsidy, public procurement, technical assistance or infrastructure construction program.
