Updated National Implementation Plan (NIP) for the Stockholm Convention on Persistent Organic Pollutants

The Updated National Implementation Plan (NIP) for the Stockholm Convention on Persistent Organic Pollutants was approved by Supreme Decree No. 010-2021-MINAM and published in an updated edition by Peru's Ministry of the Environment in September 2022. It establishes actions to fulfill Peru's commitments to eliminate or reduce persistent organic pollutants (POPs), with activities scheduled for 2021-2025. The plan addresses four components: reduction and elimination of POP pesticides; control of industrial POPs; reduction of unintentionally produced POP releases; and strengthened institutional coordination, information and monitoring. In agriculture, it provides for regulatory measures prohibiting POP pesticides, training regional institutions in enforcement and pesticide-container management, controlling open burning of agricultural biomass, and disseminating practices to reduce unintentional POP releases. It also includes inventories, information generation, public awareness of health and environmental risks, interinstitutional coordination and monitoring of Stockholm Convention implementation. The Ministry of the Environment, through its General Directorate of Environmental Quality, is responsible for monitoring the plan, with participation from sectoral agencies including SENASA and MIDAGRI. For PAESA purposes, the plan has a direct but partial agrifood connection, primarily through restrictions on prohibited pesticides and measures addressing emissions from agricultural activities. It does not establish an agricultural subsidy program, credit facility, productive technical assistance scheme or commercial promotion program.
